Rep. Lynn Smith, Chair of the House Natural Resources Committee, and others have introduced an “extensive” revision to GA’s litter laws. This bill, if enacted in the form introduced, should be a huge step forward toward dealing with the trash and filth that is regularly strewn about this state. Few places in GA, except those far from roads, are free of trash. Coastal streams are being used as cesspools by unscrupulous septage haulers, and the criminal act of discarding material onto public property and other people’s land is regarded as a joke offense, if not an actual right of Georgians.

HB 1320 tightens definitions, raises penalties, and elevates some serious pollutant dumping to felonies. The Sierra Club enthusiastically endorses this legislation.
