Rep. Matt Dollar and Rep. Tom Rice (who is Chair of the House Motor Vehicles Committee) introduced an enabling bill, HB 1053, and HR 1564, a Constitutional Amendment, as an alternative solution to HB 1232, a bill that attempts to do away with all the money the non-game wildlife program gets from the sale of its license plates. HB 1053 and HR 1564 will maintain the funding for the non-game wildlife program legally. This "supertag" solution will take care of the non-game wildlife program and also 24 other similarly situated special status license plates.

While little opposition to these thoughtful measures is anticipated, interested citizens can call members of the Senate Public Safety Committee, Chaired by Sen. Brian Kemp, and urge their consent to these two measures.
Background
Rep. Jay Shaw has one point in introducing HB 1232: the license plate money cannot be legally dedicated to any specific program unless there has been a constitutional amendment making such a dedication lawful. On that basis, HB 1232 has legal merit in stopping unlawful appropriation of state money. But all the people who bought the tags thought the money was going to the non-game wildlife program. Taken in combination, HB 1053 and HR 1564 will "cure" the problem Shaw has identified.
